Problem:
This issue was reported to Lotus Quality Engineering and has been addressed in
Domino 5.0.2b and 5.0.3.

SPR# CDCO4EDK2C - Fix a problem introduced in R5.0.2 in which Frameset names
that include spaces do not get processed correctly and produce an invalid URL,
which results in an Error 404 being returned. [5.0.2b,5.0.3]
The problem does not occur on Domino 5.0x or 5.0.1x. With Domino 5.0x or
5.0.1x, the web browser does not render a %2b, but instead properly renders a
+. For example, the URL in 5.0x or 5.0.1x looks like the following:
